Group Fellowship Training for
Developing National Long-Range Nuclear Energy Strategies

The group fellowship will familiarize Member States, in an integrated manner, with tools and methodologies that are available from the IAEA for long term planning of energy systems and in particular nuclear energy systems. Participants will learn about the necessity of long term planning of energy systems and in particular nuclear energy systems to achieve and maintain a successful nuclear power program.

Expected Output(s)

Participants will receive an introduction and training in using the tools and assessment methodologies available through the IAEA in the areas of energy system planning and assessment of long term sustainability of nuclear energy systems. They will become aware of all issues related to energy system planning and to the long term sustainability of nuclear energy systems as a component of energy supply options.

Scope and Nature

The group fellowship will start with lectures and presentations given by IAEA and international experts on the topics outlined above. Thereafter, the participants will be offered specific training on the tools and methodologies for long term planning as outlined in the following.

In particular, for energy system planning the participants will be introduced to IAEA models and computer codes, e.g. MESSAGE, MAED, SIMPACT, etc., outlining their main features and objectives. Hands-on computer training in using these IAEA tools will be available.

In a similar way introductory lectures will be given on the INPRO methodology to be used in a Nuclear Energy System Assessment (NESA) to check the long-term sustainability of nuclear energy systems. The introductory lectures will cover the philosophy of the INPRO methodology, the general method how to perform a nuclear energy system assessment, and overviews for each assessment area of the INPRO methodology, i.e. economics, infrastructure, waste management, proliferation resistance, physical protection, environment and safety. At the end of each lecture a test with questions and multiple answers will be available to the participants. Additionally, participants will perform an example assessment in selected areas of the INPRO methodology.

To illustrate the benefits of long term planning, results from case studies that are currently being performed or have already been successfully performed by IAEA Member States will be provided by guest lecturers.

Participants will be requested to get prepared for the training course in advance, by studying defined IAEA documents available on the corresponding IAEA web sites related to the training course. In addition to the two topics described above, presentations will be given related to the implementation of nuclear power programs, such as capacity building, nuclear technology selection, and adopting the IAEA's Milestone approach to set up a first nuclear power plant. A special presentation will cover the latest IAEA Activities related to the Fukushima accident.

Background Information

Developing an integrated understanding of all implications of starting or enlarging a nuclear power program will be of significant value to Member States. Energy system planning aims at ensuring that decisions on energy demand and supply infrastructures involve all stakeholders consider all possible energy supply and demand options and are consistent with overall goals for national sustainable development. The IAEA assists Member States in capacity building on long range and strategic planning for energy system evolution and the role of nuclear energy as one supply option. The need for long range planning is based on the fact that nuclear power programmes have implications and obligations extending well beyond 100 years.

To assist Member States in long range and strategic planning of (nuclear) energy programmes, the IAEA offers support in:
  1. Evaluating all options in the primary energy supply mix, to develop a long term and sustainable energy programme;
  2. Assessing, in a holistic manner, a nuclear energy system as part of a country's energy mix, when nuclear power has been identified as a viable option in the national energy supply system.

Long term energy system planning together with nuclear energy system assessments is therefore essential to support the sustainable development of a country.
This group fellowship is complementary to the workshop on "Developing National Long-Range Nuclear Energy Strategies" held within the project INT/4/142 in Argonne, --8-19 August 2011.
